Cell Phone and Personal Electronic Device Policy

District Guidelines

Students in Grades 9–12 may use cell phones, smartwatches, ear buds, or other mobile communication devices on campus during non-instructional time, as long as the device is utilized in accordance with the law and any applicable school rules.

However, a student shall not be prohibited from possessing or using a mobile communication device under any of the following circumstances:

1. In the case of an emergency, or in response to a perceived threat of danger
    
2. When a teacher or administrator grants permission to the student to possess or use a mobile communication device, subject to any reasonable limitation imposed by that teacher or administrator
    
3. When a licensed physician or surgeon determines that the possession or use is necessary for the student's health and well-being
    
4. When the possession or use is required by the student's individualized education program.

Our goal is not to create conflict or unnecessarily punish students. Our goal is to maintain productive classrooms while helping students follow district expectations and remain engaged in their learning.

Progressive Response

1. Reminder and parent contact
   The student will be reminded to turn off and put away the device. A parent or guardian will be contacted following the first incident. If the student complies and follows the district policy, no additional action will be necessary.
2. Supportive Classroom Reset
   If the student is unable or unwilling to put the device away, the student will be excused from the classroom to address the phone or electronic need. The student may return when ready to put the device away and participate productively in class.
3. Parent or guardian conference
   Following the first incident, the parent or guardian will be invited to meet with school staff to discuss the school rules, the student’s needs, and how the school and family can work together to support the student.
4. Subsequent incidents
   If phone-use concerns continue, the student will again be asked to leave the classroom temporarily to address the device-related need. The parent or guardian will be contacted and invited to participate in an additional discussion with the school.

The success of this policy depends on cooperation among students, families, teachers, and staff. By working together, we can protect instructional time, support student well-being, and help every student remain present and productive in the classroom.
